The row said the succession date and the instrument effecting it ARE UNSOURCED. THEY ARE SOURCED AT SRC-227, at tier 4, and three v8 basis fields and one v9 basis field relied on that row for exactly this, while the chapter has printed the succession since v6. Two controlling files disagreed about what the prose may say, which is what D-069 exists to prevent.

SRC-227 reports Decree No. 99 of 2026 and its publication on 15 May 2026 at tier 4; THE DECREE ITSELF IS NOT OPENED and SRC-227 names untried routes to it, SANA's own publication and the Official Gazette. So: re-date every Husrieh attribution and put it in the past tense, which v8 did at three lines; and DO NOT STATE THE DECREE IN THE BOOK'S OWN VOICE until it is opened.
