Full-text search of the assessment on 12 August 2026 for ownership, tenure, rented, rental, owner-occupied, state-owned and publicly held: zero occurrences of each. The only survivors are 'private sector' in a 2011 unit-cost sentence and 'homeowners' inside the description of the National Fund for Earthquake Victims. The category definitions distinguish commercial and public buildings from housing and place informal housing inside the residential category, which is a classification of building type and not of ownership
Known conflict
What the annex does document is who has been rebuilding: charities delivering houses by the thousand, individuals and private contractors, and one state fund paying owners of homes destroyed in the 2023 earthquake. That establishes that damaged housing has private owners. It establishes no share, and Chapter 1 says so rather than inferring one, after two successive versions inferred a share the evidence does not carry
