Measure and scope
The statement's own words, retrieved in full in Arabic on 30 August 2026 through two independent endpoints returning identical text. As-of date 22 August 2026. The office is a press attribution of 26 June 2026 and not an instrument; no decree appointing anyone to either fund appears in ANY 2026 PART-ONE DOCUMENT THIS BOOK HOLDS, being thirty-one issues and the supplements to issues 7 and 17, read by three methods and recorded at SRC-477 as at 5 September 2026 [THE WORDS THAT STOOD HERE ARE STRUCK, 5 SEPTEMBER 2026, AND ARE QUOTED SO A PARTIAL READING CANNOT REINTRODUCE THEM: 'the nineteen 2026 part-one gazette indexes read at SRC-430, at the decree sections those indexes open with'. THAT SCOPE WAS SUPERSEDED ON 5 SEPTEMBER 2026 by the reading at SRC-477, and CRITICAL C-1 of audits/reports/05-states-file_v49_diff_review_2026-09-05.md found the row stale while the prose was faithful to it. [THE WORDS THAT STOOD HERE ARE STRUCK, 5 SEPTEMBER 2026, ON HIGH 1 OF audits/reports/ch5_v47_to_v51_diff_review_2026-09-05.md, AND ARE QUOTED SO A PARTIAL READING CANNOT REINTRODUCE THEM: "[quotation withheld, 14 words; follow the citation]". PART TWO IS NO LONGER A HOLE: all 24 held part twos were searched on 5 September 2026 and the row for that reading is SRC-479.] THE SCOPE'S HOLES AS THEY NOW STAND ARE THREE: issue 3, which the archive lists and refuses; the part twos for issues 1 to 4, 7, 8, 10 and 11, for which no file is held; and ISSUE 27 PART TWO, which is held but returns 0 characters over 203 pages and cannot be searched at all; and THE ARABIC ORIGINAL OF ISSUE 11 PART TWO, which this project does not hold and which is held only as The Syria Report's English translation at SRC-480, a translation being not the instrument], which is the scope SRC-430 now records after its amendment of 30 August 2026 THE SCOPE AS IT NOW STANDS, STATED OUTSIDE THE STRIKE BRACKET ABOVE BECAUSE HIGH 1 OF audits/reports/ch5v52_diff_review_2026-09-05.md FOUND THAT THE ONLY CURRENT STATEMENT OF IT SAT INSIDE ONE: no decree appoints anyone to either fund in ANY 2026 PART-ONE DOCUMENT THIS BOOK HOLDS, being 31 issues and the supplements to issues 7 and 17; PART TWO IS SEARCHED and is no longer a hole, 24 searchable Arabic files and [THE FIGURE THAT STOOD HERE IS STRUCK, 6 SEPTEMBER 2026, ON R-2 OF audits/reports/ch5v56_remediation_confirm_2026-09-06.md, AND IS QUOTED SO A PARTIAL READING CANNOT REINTRODUCE IT: “6,142 pages”. THAT FIGURE WAS TAKEN ON THE FILENAME CLASSIFICATION SUPERSEDED AT SRC-430 NOTES BLOCK 10.] 6,684 PAGES, OF 25 ARABIC PART TWOS HELD AT 6,887, the figures recorded at SRC-479 and recounted at the twenty-five files on 6 September 2026: 6,142 minus the 102 pages of the two part ones that left the set plus the 644 pages of the two part twos that entered it is 6,684, and 6,345 minus 102 plus 644 is 6,887. THE PROSE FIGURE WAS THE RIGHT ONE AND THIS ROW WAS THE LAST PLACE THE SUPERSEDED ONE SURVIVED, so the two registers no longer state two corpora; AND THE HOLES ARE FOUR: issue 3, which the archive lists and refuses; the part twos of issues 1 to 4, 7 and 8, which the archive does not list and which returned 404 on four address forms each on 5 September 2026; and ISSUE 27 PART TWO, held but returning no extractable text, whose index was read at the render instead.
Known conflict
Karam Shaar's post of 30 August 2026 (SRC-432) renders the statement as saying transparency is not possible at present. THE STATEMENT DOES NOT SAY THAT, and prose citing it quotes it. Note also that his rendering of the clause carries all three limbs including continuous oversight, which the fund's website omits, so the statement is MORE complete than the site and the chapter must not imply otherwise
