Measure and scope
US dollars disbursed by the financier per grant. The GCF figure is a payment to the accredited entity, an international non-governmental organisation, and not a transfer established as reaching a Syrian counterparty; the record does not split it between the two co-executing entities. Nil is a published value, not an absence.
Known conflict
DISB-001 states the readings of 11 September 2026 and is not amended. The SEEP figure is a fourth from the same publisher (ISR 9.50 at 21 July; aide memoire 9.53 at 15 June; statement 9,534,144 at 31 August) and is not reconciled with them. The finance ministry's statement of 13 October 2026 that Syria 'has received $493 million in IDA grants' (SANA English) reconciles with neither the Bank's five operations nor its seven grants and is not used (STATUS 2.2).
Downstream
TR-001, TR-005; Chapter 10 ratio (my division: 539.1 / 15.65, about thirty-four to one); DIA10-APPROVAL-TO-PAYMENT
Action
Print each figure with its date and its financier; never add the GCF and IDA disbursements to UNDP expenditure; never call the GCF payment money delivered to Syria. Re-read both records before any later closing date (STATUS prevention: read the disbursement field, not the stage).
