The figures are not reconcilable because they are not on one basis. 2025 outturn was USD 3.493bn revenue against USD 3.447bn expenditure. The 2026 budget projects USD 8.716bn revenue and USD 10.516bn expenditure. Nominal pound values converted at an administrative rate below the market rate inflate the dollar figures
