This row stays open for the two documents still not held, the executive instructions and the decree, which are what a later chapter will need for the treatment of pre-existing contracts and balances. ORIGINAL NOTE FOLLOWS. REGISTERED AT TIER 4 BECAUSE NOTHING HAS BEEN OPENED. Multiple news outlets reported in December 2025 and January 2026 that the Central Bank of Syria announced a redenomination removing two zeros, with new banknotes entering circulation on 1 January 2026, 100 old pounds exchanging for 1 new pound, and a 90-day dual-circulation period. None of that is a document this project has opened and none of it enters prose as a figure. WHY IT WAS REGISTERED ANYWAY. VOICE_STYLE.md requires old and new Syrian pounds to be distinguished every time, and Chapter 2 compares a 2010 figure with a 2022 figure. Both predate any redenomination on any account of it, so the comparison is of the same nominal unit, and Chapter 2 v2 says only that both are old Syrian pounds, the unit in use at both dates and since replaced. It prints neither the ratio nor the date. WHAT TO RETRIEVE: the Central Bank of Syria instruction or decree, for the effective date, the conversion ratio, the dual-circulation window and the treatment of pre-existing contracts and balances. Every later chapter that carries a Syrian pound figure needs it READ 12 August 2026 UNDER THE D-046 GATE, AND IT WAS HELD ALL ALONG. This row stood at TO_OBTAIN while research/ carried a SANA report of the Central Bank's own press conference, unread. That is the D-030 pattern the project has already recorded three times: material in the archive, the register saying it is not obtained. WHAT THE HELD DOCUMENT GIVES, all attributed to the announcement of 28 December 2025 and to Governor Abdulkader Husrieh at that press conference: executive instructions for a new Syrian currency; two zeros removed, every 100 old pounds converting to one new pound; a 90-day dual-circulation period which may be extended; all bank balances converted at the beginning of 2026; the money supply to be maintained without increase or reduction; exchange free of charge with commissions, fees and taxes banned; official exchange-rate bulletins to be issued in both currencies; the process limited to Syrian territory by decree; new banknotes printed abroad; and the measure placed inside a 2026-2030 central bank strategy. TIER, STATED HONESTLY: this is a state news agency reporting an official press conference. It is an account of the announcement and NOT the executive instructions themselves, which are not held. It may date and describe the redenomination; it may not be cited as the instrument. WHY IT MATTERS FOR THE REDRAFT: Chapter 2 compares 104 billion pounds for 2022 with 5 billion pounds for 2010, and both are old pounds. The redenomination is later than both, so every pound figure in the chapter is an old pound and the chapter must say so once rather than leave the reader to infer it. This closes banked minor MIN-005 with a document behind it.

Both are in the supplement to issue 47 of the 2025 Official Gazette and both were read at 4x and 5x renders.
