Opened at the author's instruction after the introduction printed an IMF absence claim while four IMF documents sat unopened in the archive. VERIFIES THE SOURCE MANUSCRIPT EXACTLY. Syria began participating in the GDDS on 12 December 2007 and the Fund announced it on 17 December, which is the five days the manuscript states. The newly appointed Director General of the Central Bureau of Statistics is named: Dr Shafik Arbach. He describes a Strategy for Statistical Capacity Building 2006-2010 and is quoted verbatim on 'the production and dissemination of more reliable and timely statistics needed for economic policymaking'. Robert Edwards, Director of the IMF Statistics Department, is also quoted. THIS IS CHAPTER 3 MATERIAL. The cost-of-capital section moved there at NF-09, and it can now rest on the document rather than on the earlier manuscript's account of it
