An IMF staff team visited Damascus from 19 to 23 July 2026 to assess conditions, discuss reform progress and agree further technical assistance as part of what the Fund calls its intensified engagement with Syria. Two things matter for this book. FIRST, the document says in terms: 'This mission will not result in a Board discussion.' So the Fund is engaging without producing Board-level surveillance, which is the distinction the introduction's claim turns on and which is now evidenced rather than asserted. SECOND, it carries a forward-looking statement the book must handle carefully: recovery strengthening, double-digit growth expected in 2026 and continued strong growth in 2027, supported by agriculture, hydrocarbons and electricity. That is a staff projection, not an outturn, and under the chapter's own taxonomy it is a projection rather than a count or an estimate. It must not enter prose as a measurement
RE-READ 18 AUGUST 2026 FOR CHAPTER 7'S PAYROLL RETRIEVAL, AND IT CARRIES TWO SENTENCES THIS ROW DID NOT RECORD. FIRST, AND IT CLOSES A ROUTE RATHER THAN LEAVING IT OPEN, VERBATIM: 'Progress in data availability and quality will facilitate the resumption of Article IV consultations with Syria, as requested by the authorities.' SO AS AT 4 AUGUST 2026 ARTICLE IV CONSULTATIONS WITH SYRIA HAVE NOT RESUMED, on the Fund's own statement and not on a failure to find one. The retrieval gate for Chapter 7 names 'IMF Article IV or staff report for Syria' as the route to a current public payroll figure; THAT ROUTE DOES NOT EXIST FOR A CURRENT YEAR, and the reason is stated by the body that would run it. The same paragraph gives the cause, VERBATIM: 'gaps in the availability and quality of essential economic data remain, hampering a more detailed assessment of Syria's economic developments', with capacity building to focus on statistics 'covering national accounts, price, balance of payments, government finance, and monetary and financial statistics'. GOVERNMENT FINANCE STATISTICS ARE NAMED IN TERMS. SECOND, ON PAY ITSELF, AND IT IS QUALITATIVE AND HAS NO FIGURE, VERBATIM: inflation has picked up 'due to strong domestic demand, including from public sector wage increases—albeit from very low levels and helping to improve living standards'. WHAT PROSE MAY SAY: that the Fund records public sector wage increases in Syria in 2026 from very low levels, and treats them as a contributor to inflation. WHAT PROSE MAY NOT SAY: any magnitude, any date within 2026, or any wage bill, because THE STATEMENT CARRIES NO FIGURE AT ALL. THE SCOPE OF THE ABSENCE, STATED EXACTLY: this establishes that Article IV consultations had not resumed as at 4 August 2026 and that this document carries no payroll figure. IT DOES NOT ESTABLISH THAT NO CURRENT SYRIAN PAYROLL FIGURE IS PUBLISHED ANYWHERE. Routes not tried for that: the World Bank series behind Figure 21.B of SRC-071, which is plotted and whose values are not printed; Syrian Ministry of Finance budget statements for 2025, 2026 and 2027, the last of which this document says was under preparation; and the Official Gazette, which is now a route this process can execute and has executed twice.
