STATUS PARTIAL, and the audit is the reason: it refused this row at READ because the note itself says part of the document is unread. That is the project's own rule working, and the row was corrected rather than the note softened. The full staff report behind SRC-073's Public Information Notice, retrieved so the lapse-of-time conclusion rests on the report and not only on the notice. NOT YET READ IN FULL. It is the document that would settle the conflict SRC-073 records between the 26 February 2010 conclusion and a briefing dating the last Board consultation to 9 January 2009, and it should be read at that point before either date is printed.

THE BUDGET 2010 COLUMN: revenue 577.9; expenditure 749.9; current expenditure 422.9; WAGES AND SALARIES 157.1; goods and services 33.2; subsidies 88.2; transfers 36.9; DEFENSE 89.5; interest payments 18.0; development expenditure 327.0; overall balance -172.0. The column foots exactly: the six current lines make 422.9 and 422.9 + 327.0 = 749.9. READ AGAINST SRC-262, THE ENACTED SCHEDULE, FOUR LINES OF SIX AGREE TO THE ROUNDING: development 327.0 against Chapter Three's 327.000 EXACTLY; defense 89.5 against the Ministry of Defence lump sum of 89.484; goods and services 33.2 against Chapter Two's 33.236; transfers 36.9 against Chapter Four's 36.947. TWO DO NOT: wages and salaries 157.1 against Chapter One's 154.465, and expenditure 749.9 against the law's 754.000. AUTHOR CALCULATION, FORMULA EXPOSED, AND IT CLOSES THE WAGE LINE: Chapter One 154,465,470 plus the Presidency's 2,038,000 plus the People's Assembly's 601,000 is 157,104,470 thousand, 157.1045 billion, WHICH ROUNDS TO THE FUND'S 157.1. WHAT THAT SUPPORTS: that the Fund's wage bill is the salaries chapter plus two of the three undivided lump sums, with the third and largest, Defence, lifted into its own line, which is consistent with the Fund printing 89.5 for Defense at all. WHAT IT DOES NOT SUPPORT AND NO SENTENCE MAY SAY: that the Fund states this, because the report gives no reconciliation to the law; and that the residual is nil, because 157.1 is printed to one decimal and the identity tolerates about fifty million pounds either way. THE PERMITTED FORM: that the two published figures differ by exactly the two smaller lump sums. THE 4.1 BILLION IS NOT EXPLAINED AND MUST NOT BE GUESSED. The law appropriates 754.0 and the Fund reports 749.9; the same 4.1 separates current operations 427.0 from current expenditure 422.9, so it is all on the current side, in the block where the taxonomies stop corresponding: the Fund's subsidies, transfers and interest at 143.1 against Chapter Four, Chapter Five and unallocated appropriations at 147.175. Candidates a later pass would test: the Price Stabilization Fund the footnote names, the 25.0 billion of unallocated appropriations, and whether the Fund reports a revised rather than the enacted budget. WHAT PROSE MAY SAY: that for the 2010 budget two public wage bills are published, 154.5 billion in the enacted schedule and 157.1 billion in the Fund's table, both traceable to the Ministry of Finance; that they differ by which parts of the state are treated as having a wage bill, the law excluding the Presidency, the Assembly and Defence because all three are voted undivided and the Fund reaching into two of the three; and that neither is wrong and only the law announces that it is a perimeter. WHAT PROSE MAY NOT SAY: what part of Syrian defence spending was pay, because NEITHER DOCUMENT DIVIDES IT; that the Fund made an error; or that either figure is 'the' Syrian public payroll. STATUS STAYS PARTIAL. Table 2 and the fiscal passages at pages 6 to 15 and 36 to 38 are read; the other pages are not. AND THE CONFLICT AT SRC-073 IS NOW SETTLEABLE AND IS NOT SETTLED: that row records a contradiction between a 26 February 2010 lapse-of-time conclusion and a briefing dating the last Board consultation to 9 January 2009, and names this report as the document that would settle it.
