Snapshot
AUTHOR-SUPPLIED 15 August 2026 as a full 80-page PDF at 'research/IEO Background Paper BP1605 (de Resende & Loyola). statistics-full-report.pdf', which supersedes the eLibrary chapter captures for reading. THE FILENAME SAYS BP1605 AND THE FILE IS NOT BP/16/05: its title page reads 'EVALUATION REPORT: Behind the Scenes with Data at the IMF, An IEO Evaluation', catalogued to Nancy L. Wagner. It is the main evaluation. Checked at the title page before this row was changed. Retrieved and archived to research/ on 15 August 2026 under the D-046 Chapter 3 retrieval gate. research/ is not committed. ROUTE RECORD: ieo.imf.org returns 403 to curl on six path variants and to WebFetch, and the elibrary book landing page 403s to WebFetch but serves to curl. The chapter paths were then read off the landing page, which lists ch001 to ch006 and back-1. Chapters archived to research/IEO_2016_chapters/.

Version history

The register keeps changing after the book is fixed in print. Each entry below was added to this row in the order shown.

  1. CONFLICT NAMED AND RESOLVED 15 August 2026, on the Chapter 3 v3 diff review finding H-6. THIS ROW SAID BP/16/05 WAS STILL NOT OBTAINED AND THAT CHAPTER 3 ATTRIBUTES NOTHING TO IT. BOTH ARE NOW FALSE. The paper was obtained and is recorded at SRC-086; Chapter 3 v3 attributes two quotations to it, paragraph 8 at l.71 and paragraph 97 at l.77. THE CHAPTER IS RIGHT AND THIS ROW WAS WRONG, which is the reverse direction of the same disease that produced the v2 blocker: prose and register out of step. A pass reading this row in good faith would have concluded the chapter had breached a bar that was lifted. The bar recorded here is lifted. Cross-reference SRC-086. PREVENTION, PROCEDURAL: when a row is created that lifts a bar recorded in another row, the other row is opened in the same action. SRC-086's creation should have opened this one and did not.
  2. PRIOR: SEARCHED IN FULL 15 AUGUST 2026, AND THE SEARCH SETTLES WHAT MAY BE QUOTED. PRESENT, main evaluation page 43: 'Empirical analysis for this evaluation (De Resende and Loyola, 2016) could not find convincing evidence of the effects of the SDDS on subscribers' gross foreign direct investment inflows, exchange rate volatility, or sovereign borrowing costs, in contrast to the findings in some earlier work by IMF staff.' PRESENT, in the volume's background-paper annex captured at research/IEO_2016_chapters/back-1.xml: 'The results indicate that the IMF findings are, in general, not robust. They were often based on potentially problematic transformations of the data that, when removed or corrected, substantially changed the original conclusions. Nor do the results seem robust to changes in the sample.' ABSENT FROM BOTH: 'likely erroneous', 'overstated for exchange rate volatility' and 'dubious for sovereign borrowing costs'. Searched across all 80 pages of the evaluation and the archived annex on 15 August 2026. THAT PHRASING IS BP/16/05'S OWN AND BP/16/05 IS STILL NOT OBTAINED, so the source manuscript's direct quotation may not be reproduced. Chapter 3 cites the two passages above, attributing each to the evaluation and to the annex respectively, and attributes nothing to the background paper.
