READ AT THE PAGE 16 August 2026 AND IT SETTLES THE 304 HECTARES, which Chapter 4 v1 carried from the source manuscript's reference list as 'six areas totalling 304 hectares' on a SANA report whose title was 'read from the archived address slug and has not been confirmed against the page'. IT IS NOT SIX AREAS AND IT IS NOT A COMPARABLE SCHEME ELSEWHERE. Verbatim: approved by 'Decree No. 44 on September 7, 2021'; 'the new plan added neighbouring areas that administratively belonged to the Damascus and Rural Damascus governorates, for a new total area of 304 hectares', previously under 250; the added areas are 'parts of Qaboun... as well as parts of Arbeen, Zamalka, and Ayn Tarma'; and it is made 'Under the Urban Planning Law, which was issued in Decree No. 5 of 1982 and amended by Law No. 41 of 2002'. SO IT IS THE SAME TWO DISTRICTS AS THE MARCH 2026 SCHEME, ZONED FIVE YEARS EARLIER UNDER A DIFFERENT LAW BY A DIFFERENT BODY. That is the chapter's thesis in one instance and it replaced a decorative scale comparison.
