READ AT THE PAGE 16 August 2026 AND IT SETTLES THE 304 HECTARES, which Chapter 4 v1 carried from the source manuscript's reference list as 'six areas totalling 304 hectares' on a SANA report whose title was 'read from the archived address slug and has not been confirmed against the page'. IT IS NOT SIX AREAS AND IT IS NOT A COMPARABLE SCHEME ELSEWHERE. Verbatim: approved by 'Decree No. 44 on September 7, 2021'; 'the new plan added neighbouring areas that administratively belonged to the Damascus and Rural Damascus governorates, for a new total area of 304 hectares', previously under 250; the added areas are 'parts of Qaboun... as well as parts of Arbeen, Zamalka, and Ayn Tarma'; and it is made 'Under the Urban Planning Law, which was issued in Decree No. 5 of 1982 and amended by Law No. 41 of 2002'. SO IT IS THE SAME TWO DISTRICTS AS THE MARCH 2026 SCHEME, ZONED FIVE YEARS EARLIER UNDER A DIFFERENT LAW BY A DIFFERENT BODY. That is the chapter's thesis in one instance and it replaced a decorative scale comparison.

Re-opened. Line 50, now printed in Chapter 4 v68 l.119: 'The Damascus governorate’s Director of Urban Planning said that the implementation area for Detailed Zoning Plan No. 106 would be subject to the provisions of Planning and Urban Development Law No. 23 of 2015 . What he meant by this is unclear, as Law No. 23 gives administrative units several options'; line 34 names Plan No. 106 as the Jobar plan. So a governorate official did name a law for this ground in 2022, the law the Qaboun residents demanded in 2026; l.123's 'The governorate has named none of the three' is now scoped 'for this scheme' (the 2026 one). This row's 'UNDER A DIFFERENT LAW BY A DIFFERENT BODY' stands for the plan's making (the Urban Planning Law) and is now read beside the official's statement on its implementation.
