  1. READ AT THE PAGE 16 August 2026. THE ACCOUNT BEHIND THE CHAPTER'S LONG-LEASE PASSAGE, and the attribution Chapter 4 v1 stripped to 'the available account'. Verbatim: an individual may permanently acquire the right to use and exploit an endowment property 'in exchange for a payment lower than the actual value of the property, in addition to a symbolic annual rent'; 'Before 2011, the Ministry of Religious Endowments used public auctions to lease endowment properties' and tenants paid 'a sum of money called a gift to the Endowments Directorate, alongside a symbolic annual rent'. THREE LIMITS THIS ROW MUST CARRY, because v1 exceeded all three. IT NEVER USES THE WORD HIKR. IT CARRIES NO SCHEDULE OF RENTS. AND IT DOES NOT DESCRIBE THE OLD CENTRES OF DAMASCUS AND ALEPPO; its context is opposition-held areas and rural Aleppo.
