Confirms 'Decision No. 1104' issued 'On December 21, 2022'; the categories removed, 'tithes, sultani (dominion) rights, alomara rights and annual remunerations'; and 'five percent of the current value of these properties' as 'determined by the relevant financial entities'. CARRIES AN ALTERNATIVE THE CHAPTER HAD OMITTED: the owner may instead 'register in the name of the relevant endowments directorate a share equivalent to five percent'. AND WHAT IT DOES NOT SAY: it does not establish that the instrument has been used at scale, and it does not characterise the procedure as administrative rather than judicial. Chapter 4 v1 asserted both; both came out at v2. The attribution and date were present in the source manuscript and stripped in drafting.
