Chapter 1 v19 line 245 tells the reader that Chapter 4 'sets out what each provides' for Law 10, Decree 66 and Law 3, and Chapter 4 v1 gave Law 3 twenty-eight words with no attribution. THIS PAGE SUPPLIES THE PROVISIONS: governors may 'determine the real estate area and damaged buildings to be removed'; an owner has 'one month to prove their rights'; 'The owner may not appeal the governor's decision'; the law indicates 'the right of the real estate owner to own the rubble of their building'; and 'Law No. 3 does not refer to the legal fate of lands where the demolished buildings or buildings at risk of collapse are located'.
