VERIFIED AT THE TEXT: Syria scores 15 and Georgia scores 50 on the 2025 index. Georgia is discussed in the report as a case where democratic backsliding fuels corruption, with politically motivated prosecutions, restrictions on media, laws targeting NGOs and elite capture weakening independent oversight. THAT IS THE LIMB THAT MAKES THE BRIEF'S RETAIN ITEM WORK: Georgia removed bribery from the counter and did not thereby remove capture at the top, and the index records both.
