READ AT THE FUND AND SUPREME COUNCIL PASSAGES. VERBATIM: 'two new financial vehicles were launched in 2025: the Syrian Development Fund (Decree 112 of 2025) and the Syrian Sovereign Fund (Decree 113 of 2025). Both were placed under direct presidential authority, further centralizing control over economic policymaking.' The Supreme Council for Economic Development membership table lists 'Director-General of the Sovereign Fund' as a seat WITH NO NAME AGAINST IT, alongside a named-by-decree counterpart at the Development Fund; this corroborates SRC-144. IT ALSO RECORDS AN UNCONFIRMED ALLEGATION AND LABELS IT: 'Sources have alleged that assets seized from former Assad-era cronies, along with their proceeds, will directly finance the fund; however, this has not been confirmed by the government.' THE CHAPTER CARRIES THAT AS AN UNCONFIRMED ALLEGATION OR NOT AT ALL. STILL OWED: the oversight-architecture claim, that most oversight bodies now report directly to the Presidency, has not yet been located at the line in this document. DOWNSTREAM, 17 AUGUST 2026: Chapter 5 v3 has REMOVED the oversight-architecture sentence from its prose under B2 of the v2 diff review, so nothing in the manuscript now rests on the claim this row records as still owed.
