READ IN FULL 17 August 2026. Effective 1 July 2025 it terminates the national emergency declared in EO 13338 of 11 May 2004 and revokes EO 13338, 13399, 13460, 13572, 13573 and 13582. SECTION 3(b) IS LOAD-BEARING AND EASILY MISSED: termination does not affect any action taken or pending proceeding not finally concluded as of 1 July 2025, any action or proceeding based on an act committed before that date, or any rights or duties that matured or penalties incurred before it. Revocation is prospective; legacy exposure survives. Section 4(a) EXPANDS the national emergency declared in EO 13894 of 14 October 2019 as amended by EO 14142 of 15 January 2025, with new blocking criteria including former Assad regime officials, captagon, missing United States nationals, and at section 2(a)(iii) 'the expropriation of property, including real property, for personal gain or political purposes in Syria', which is a direct join to the title and land material. Section 7(a)(iv) waives the CBW Act restriction on United States banks making any loan or providing any credit to the Government of Syria, effective 20 days after transmission to Congress. Section 8(b) directs only a REVIEW of the State Sponsor of Terrorism designation, not its removal. Section 1 records General License 25 and a Caesar Act waiver, both of 23 May 2025.
