1. READ IN FULL 17 August 2026. CORRECTS THE NATURAL READING OF EO 14312: the EO 13894 national emergency, expanded by EO 14312, was continued for one year beyond 14 October 2025 under section 202(d) of the National Emergencies Act. So as at 30 September 2025 a Syria emergency runs to about 14 October 2026. ANY SENTENCE SAYING THE UNITED STATES ENDED ITS SYRIA EMERGENCY IS WRONG: it ended one and expanded another. Whether a further continuation issued around September 2026 is NOT established here and must be checked against the Federal Register before print.
