  1. READ IN FULL 17 August 2026. 31 CFR part 542 removed effective 26 August 2025. THE SENTENCE THAT MATTERS FOR A PAYMENTS CHAPTER: 'certain persons previously sanctioned under E.O.s that were revoked by E.O. 14312 have been redesignated under E.O. 13894, as further amended'. Revocation moved names; it did not clear them. The rule repeats section 3(b)'s preservation of pre-1 July 2025 actions, proceedings, rights, duties and penalties. It also records that EO 13608 keeps effect for Iran but loses its Syria-specific effect.
