  1. SECTION 8369 READ IN FULL 17 August 2026 from the enrolled text; THE REST OF THE ACT IS NOT READ and nothing here rests on it. Subsection (a) repeals the Caesar Act outright. WHAT REPLACED IT IS WEAKER THAN THE REPORTING SUGGESTS: subsection (b) requires a presidential certification report within 90 days and every 180 days for four years against eight conditions, and subsection (d)(1) provides that if the President cannot certify for two consecutive periods he 'may consider whether to impose targeted sanctions on individuals under existing authorities'. PERMISSIVE, NO SNAPBACK, AND (d)(2) EXCLUDES SANCTIONS ON THE IMPORTATION OF GOODS. Condition (6) is the payments hook: whether Syria 'is taking steps to effectively combat money laundering, terrorist financing, and the financing of proliferation of weapons of mass destruction, in line with international standards'. Condition (8) covers captagon. WHETHER ANY REPORT HAS BEEN MADE IS NOT ESTABLISHED: on the face of the statute one fell due about 18 March 2026 and another about 14 September 2026, and neither has been checked.
