Four countries are designated: Cuba (12 January 2021), North Korea (20 November 2017), Iran (19 January 1984) and SYRIA (29 DECEMBER 1979). Syria's is the oldest designation on the list and it survives EO 14312's direction to review it and the Caesar Act repeal. THIS IS THE HINGE FOR FSIA-001: the 28 USC 1605A terrorism exception turns on designation, so the exception remains live, and the attachment risk that follows is a payment system fact and not only a litigation one. The page carries no date, so the claim is 'as retrieved on 17 August 2026' and must be rechecked at proof stage.
