It records the Commerce rule easing dual-use export licensing, the revocation on 8 July of the FTO designation of al-Nusrah Front also known as Hay'at Tahrir al-Sham, the removal on 7 November of Muhammad al-Jawlani, being President Ahmed al-Sharaa, and Interior Minister Anas Hasan Khattab from the Specially Designated Global Terrorist list, the UN Security Council's delisting of both from the 1267 ISIL and Al-Qaida list on 6 November, and the Caesar Act repeal signed on 18 December. IT ALSO NAMED TWO ROUTES THIS PROJECT HAD LISTED AS OPEN: the State Department's Advisory, now SRC-210, and the Commerce rule in the Federal Register, now SRC-211.
