READ 17 August 2026 AND IT CLOSES THE GATE'S OPEN QUESTION ON THE CURRENT EU POSITION. Article 1(3) is the operative line: 'In Article 34(1), the date ‘1 June 2026’ is replaced by that of ‘1 June 2027’.' In force the day after publication, so 20 May 2026. Signed for the Council by K. THE RECITALS ARE USABLE AND SHOULD BE ATTRIBUTED TO THE COUNCIL RATHER THAN TREATED AS FACT: recital 4 records that the first public trial against al-Assad and associates has been launched and that the UNSCR 2254 milestones of a functioning People's Assembly and a new constitution 'have not yet been achieved'; recital 5 refers to deadly violence in the coastal regions; recital 9 records that MORE THAN 100 SUSPECTED CHEMICAL WEAPONS SITES REMAIN, 'a number which is much higher than was ever acknowledged before the fall'. That last is a number this book should handle carefully: it is the Council's assertion, not a verified count, and it is a comparative against an unstated prior figure.
