THE COMMISSION PUBLISHES ITS OWN FRAMEWORK and the sections are named here so the next pass does not have to find them again: الإطار التشريعي, the legislative framework, with sub-sections for the decree and its executive instructions, decisions issued, circulars and related legislation; the international framework, with conventions, memoranda of understanding, Security Council resolutions and Egmont, MENAFATF and FATF publications; annual reports at service=15 and circulars at service=3. A CORRECTION TO SRC-192, AND IT IS AN INSTRUMENT-TYPE ERROR RATHER THAN A TYPO: Annex 3 of the US-embassy-hosted investor guide calls the AML instrument 'Regulation 33 of 2005'. IT IS A LEGISLATIVE DECREE, المرسوم التشريعي رقم 33 لعام 2005. A legislative decree and a regulation are different instruments with different authority, and the chapter must not repeat the guide's label. THE DECREE ITSELF IS NOT YET RETRIEVED and the route is this site's legislative framework section. News items dated 30 January 2026 report a memorandum of understanding with the Central Authority for Control and Inspection and cooperation with the Central Financial Control body; those are the Commission's own announcements, not verified events.
