ALL THREE READ IN FULL FROM RENDERED IMAGES ON 17 August 2026. THEY ARE ONE PAGE EACH AND THEY ARE THE CHAPTER'S SUBJECT IN PRIMARY FORM: an identity document is what decides whether a payment can be made. 1. ص/958/18, 30 September 2024, TO ALL EXCHANGE COMPANIES AND INTERNAL MONEY TRANSFER COMPANIES operating in Syria, signed Dr Mohammad Issam Hazima, under the TWO-STARRED eagle. Citing decision 19 of 2019 on the system for monitoring financial and banking operations, item (3) of paragraph third of Article 31-a on the documents required to identify NON-SYRIAN clients, and government directives on facilities for Lebanese arrivals because of the war in Lebanon: 'you are requested to accept the Lebanese national identity card alone when carrying out identification and verification of Lebanese citizens, where a passport or, for residents, a residence card is not available'. 2. ص/18/97, 23 February 2025, TO ALL FINANCIAL AND BANKING INSTITUTIONS operating in the Syrian Arab Republic, signed Dr Maysaa Sabreen as chairman charged with facilitating business, under the THREE-STARRED eagle. Citing the same decision 19 of 2019, Article 31 paragraph a: 'you are requested to accept the identity document issued by the Salvation Government in Idlib, a copy attached, as one of the identification documents sufficient for identifying Syrian natural persons'. 3. ص/169/18, 24 March 2025, same addressees and signatory, expressly following the February circular, requiring acceptance of three further documents ISSUED BY THE SYRIAN SALVATION GOVERNMENT within the identification documents needed to identify and verify a client: an individual CIVIL REGISTRY EXTRACT for Syrian natural persons; a LICENCE FOR A FOREIGN ORGANISATION'S BRANCH to carry out humanitarian work, for non-profit organisations; and ALL COMMERCIAL REGISTERS, individuals and companies, issued by the Syrian Salvation Government 'only'. Copies of the first two are attached to the circular. A WORD TO HANDLE CAREFULLY: item 3 ends فقط, only. It may mean that only SSG-issued commercial registers are added, or that only they are acceptable. THE CIRCULAR DOES NOT RESOLVE IT and neither does this row. A NAMING SHIFT WORTH RECORDING: February says 'the Salvation Government in Idlib', March says 'the Syrian Salvation Government'. WHAT THE THREE SHOW TOGETHER, stated as observation and not as argument: the same commission, the same decision 19 of 2019 and the same Article 31 are used to relax identification requirements before and after December 2024. The emblem, the signatory and the population being accommodated change; the institution, the legal basis and the instrument type do not. INTERPRETATION IS RESERVED. What it means that the Syrian banking system was instructed to accept Salvation Government civil registry extracts and commercial registers is a contested Syrian legal and political question and belongs to the author under CLAUDE.md's human-only decisions. THIS ROW RECORDS THE INSTRUMENTS. CROSS-CHAPTER: the commercial-register limb reaches Chapter 4's title and corporate-identity material, and the Idlib limb touches the question banked at MIN-365. DECISION 19 OF 2019 IS NOT YET RETRIEVED and all three circulars rest on it; it is named in SRC-192's Annex 3 as the financial and banking operations control system and the route is the same site.
