READ 17 August 2026 AND IT CORRECTS A DATE TAKEN FROM THE EARLIER MANUSCRIPT. That manuscript gives 1 March 2026 for the reactivation. SANA reports that ON 28 FEBRUARY the Central Bank announced completion of the procedures to settle its banking relations with the Federal Reserve in New York and reopen its account, and that THE UNITED STATES TREASURY WELCOMED THE REACTIVATION ON TUESDAY 10 MARCH 2026, in a post on X saying that lifting sanctions was the first step in the President's vision for Syria. On 11 March the governor thanked the US Special Envoy Tom Barrack on Facebook, reported by SANA on 12 March. SO THERE ARE THREE DATES AND NONE OF THEM IS 1 MARCH: the Central Bank's announcement of 28 February, the Treasury's welcome of 10 March, and the governor's acknowledgement of 11 March. NEITHER PIECE CONTAINS THE STATEMENT THAT THE ACCOUNT CANNOT BE USED COMMERCIALLY. That is at SRC-218 and was said elsewhere and later.
