THREE LIMBS AUTHORISED: transactions with governing institutions in Syria following 8 December 2024; transactions in support of the sale, supply, storage or donation of energy, including petroleum, petroleum products, natural gas and electricity, to or within Syria; and transactions ordinarily incident and necessary to processing the transfer of noncommercial, personal remittances to Syria, INCLUDING THROUGH THE CENTRAL BANK OF SYRIA. SIX EXCLUSIONS AT PARAGRAPH (b), and two of them matter to this chapter. (b)(6) DOES NOT AUTHORISE TRANSACTIONS PROHIBITED BY 31 CFR 542.206, NEW INVESTMENT IN SYRIA, except contributions of funds for salaries or wages of governing-institution employees. (b)(2) excludes any transaction involving military or intelligence entities. The others are 542.208 petroleum imports into the United States, transactions for or on behalf of the Government of the Russian Federation or of Iran, unblocking of blocked property, and financial transfers to blocked persons save for taxes, fees, import duties, salaries of unlisted employees, and permits, licences and public services. NOTE 1 IS THE CHAPTER'S POINT IN THE INSTRUMENT'S OWN WORDS: nothing in the general licence relieves any person from compliance with any other Federal laws or requirements of other Federal agencies, INCLUDING THE ITAR ADMINISTERED BY THE DEPARTMENT OF STATE AND THE EAR ADMINISTERED BY THE DEPARTMENT OF COMMERCE.
