  1. READ IN FULL 17 August 2026, AND IT CORRECTS THE CHAPTER'S DESCRIPTION OF THE MECHANISM. THIS IS A WAIVER AND THE INSTRUMENT OF 6 NOVEMBER 2025 AT SRC-224 IS NOT: they are made under different sections of the Act and they say different things. MADE UNDER SECTION 7432(b)(1) of the Caesar Syria Civilian Protection Act of 2019, 22 U.S.C. 8791 note. The certification is that IT IS IN THE NATIONAL SECURITY INTERESTS OF THE UNITED STATES to waive, FOR 180 DAYS, to the extent necessary, the application of sanctions under section 7412 with respect to any foreign person for the listed transactions. IT TAKES EFFECT UPON TRANSMITTAL TO CONGRESS. SCOPE: all transactions prohibited by the Syrian Sanctions Regulations other than those involving a blocked person; and transactions prohibited by the SySR, the WMD Proliferators Sanctions Regulations part 544, the Iranian Financial Sanctions Regulations part 561, the GTSR, the FTOSR or Executive Order 13574 involving the Government of Syria as defined by 31 CFR 542.308 as in existence on or after 13 May 2025, any blocked person listed in THE ANNEX TO GENERAL LICENCE NO. 25, or any entity 50 per cent or more owned by such persons. IT DOES NOT APPLY to transactions involving an SDN not listed in the Annex, or to transactions for or on behalf of the Government of the Russian Federation, of Iran or of the DPRK. THE PRESS STATEMENT OF THE SAME DAY CORROBORATES THE THREE ACTIONS OF 23 MAY 2025 AS ONE PACKAGE: the 180-day waiver, Treasury's General Licence 25, and FinCEN's exceptive relief permitting United States financial institutions to maintain correspondent accounts for the Commercial Bank of Syria. That confirms SRC-201 and SRC-212 at a second official source. IT ALSO CONFIRMS THAT GL 25 HAS AN ANNEX, which remains an open bar: the Annex itself is not opened.
