READ IN FULL 17 August 2026 AND IT REFUTES THE FIGURE THE CHAPTER PRINTS. The chapter's 30 to 35 banks within five years is NOT WHAT THE REPORTING CARRIES. THE QUOTED WORDS ARE: 'We aim to double the number of banks operating in Syria to 30 by 2030. We are already involved in a dialogue with some financial and investment institutions wishing to obtain licenses in Syria.' A SINGLE TARGET OF 30, A NAMED HORIZON OF 2030, AND A MECHANISM OF NEW LICENSING RATHER THAN CONSOLIDATION. THE COUNT IT GIVES FOR THE PRESENT: Syria has 14 private banks, including three shariah-compliant Islamic units, besides the state-owned Commercial Bank of Syria and other small government entities. PROVENANCE IS THIRD HAND AND THE CHAPTER SAYS SO: AGBI reporting Asharq Business reporting the governor, published Monday 10 November 2025. It is a projection by an interested party at two removes and is registered at tier 4. IT ALSO RECORDS that Maysaa Sabreen is a FORMER governor who spoke in February, which is a second corroboration that the office has changed hands more than once since December 2024. See SRC-227.
