  1. READ 17 August 2026 AT SECTION 1-3, THE INVESTMENT UNIVERSE, AND IT CORRECTS THE MECHANISM THE CHAPTER ASSERTS. THE CHAPTER CALLS THE BAR AN ETHICAL ONE AND ATTRIBUTES IT TO THE FUND. THE INSTRUMENT SAYS IT IS THE MINISTRY'S AND THAT ITS TRIGGER IS SANCTIONS. LETTER (c) OF THE EXCLUSION PARAGRAPH, IN THE ORIGINAL: 'Rentebaerende instrumenter utstedt av stater eller statsrelaterte utstedere i de unntakstilfeller der departementet har avskaaret slike investeringer paa bakgrunn av at det er vedtatt saerlig omfattende FN-sanksjoner, eller andre internasjonale tiltak av saerlig stort omfang rettet mot et bestemt land og Norge har sluttet opp om tiltakene.' That is: interest-bearing instruments issued by states or state-related issuers, in those EXCEPTIONAL CASES WHERE THE MINISTRY HAS BARRED SUCH INVESTMENTS on the basis that particularly extensive UN sanctions, or other international measures of particularly large scope directed at a specific country, have been adopted AND NORWAY HAS ALIGNED ITSELF WITH THEM. THE ETHICAL ROUTE IS A DIFFERENT LETTER OF THE SAME PARAGRAPH. Letter (b) covers securities excluded under the guidelines for observation and exclusion of companies. SO THE SYRIAN BOND BAR SAT UNDER THE SANCTIONS LIMB, NOT THE ETHICAL ONE, AND ITS REMOVAL TRACKS THE REMOVAL OF SANCTIONS RATHER THAN ANY ETHICAL REASSESSMENT. The chapter's inference that ethical screens are opening does not follow from it, and the corrected passage says so. NOT IN THIS INSTRUMENT: the list of states. The mandate provides for the Ministry to bar; it does not name whom. The list is communicated separately and is the subject of SRC-229.
