  1. READ IN FULL 17 August 2026. DATED 4 DECEMBER 2025 AT DAMASCUS. Visa announced A PARTNERSHIP with the Central Bank of Syria and financial authorities and institutions TO IMPLEMENT A STRATEGIC ROADMAP, and said it WILL LAUNCH OPERATIONS IN SYRIA. THE IMMEDIATE FOCUS IS STATED AS WORKING WITH LICENSED FINANCIAL INSTITUTIONS to develop a payments foundation: issuing payment cards and enabling digital wallets on EMV chip and tokenization; for merchants, acceptance through the Visa Acceptance Platform using Tap to Phone and QR codes; and investment in capacity building and local talent. IT IS A ROADMAP AND AN INTENTION, NOT AN OPERATING NETWORK, and the chapter says so. Quoted: Dr Abdulkader Husrieh, Governor of the Central Bank of Syria, and Leila Serhan, Senior Vice President, North Africa, Levant and Pakistan, Visa.
