THIS CLOSES THE BAR RECORDED AT THE CHAPTER 6 SOURCE MAP AND REPEATED IN TWO CHANGE REPORTS, THAT GL 25'S EXCEPTIONS AND ANNEX WERE NOT OPENED. Issued under the Syrian Sanctions Regulations 31 CFR part 542, the WMD Proliferators Sanctions Regulations part 544, the Iranian Financial Sanctions Regulations part 561, the Global Terrorism Sanctions Regulations part 594, the Foreign Terrorist Organizations Sanctions Regulations part 597, and Executive Order 13574 of 23 May 2011. PARAGRAPH (a): all transactions prohibited by the SySR, OTHER THAN TRANSACTIONS INVOLVING BLOCKED PERSONS, are authorised. PARAGRAPH (b) then authorises transactions involving three categories of blocked person: (1) the Government of Syria as defined by 31 CFR 542.308, AS IN EXISTENCE ON OR AFTER 13 MAY 2025; (2) any blocked person listed in the Annex; (3) any entity 50 per cent or more owned by Annex persons. THE NOTE TO PARAGRAPH (b)(1) IS EXPRESS: 'The Government of Syria includes Syrian President Ahmed al-Sharaa and his government.' PARAGRAPH (c), THE EXCEPTIONS, IN FULL: (1) any transaction involving an SDN NOT listed in the Annex, and entities 50 per cent or more owned by such SDNs, unless separately authorised; (2) the unblocking of any property or interests in property BLOCKED PURSUANT TO ANY PART OF 31 CFR CHAPTER V AS OF 22 MAY 2025; and (3) any transaction for or on behalf of the Government of the Russian Federation, of Iran or of the DPRK, or related to goods, technology, software, funds, financing or services to or from those three. THE NOTE TO THE GENERAL LICENCE IS THE SAME AS GL 24'S: nothing in it relieves any person from compliance with other Federal laws or requirements of other Federal agencies, INCLUDING THE ITAR AND THE EAR. THE ANNEX NAMES 28 BLOCKED PERSONS AS OF 23 MAY 2025, and the chapter's section on the licence that named a designated person can now name them. TWO OF THOSE NAMES BEAR ON PROSE THIS PROJECT HAS ALREADY WRITTEN. 'AL-JAWLANI, Abu Muhammad' is the nom de guerre of the president the same instrument's note names as Ahmed al-Sharaa, so the licence authorises dealings with a head of state under the name he carried when he was designated. 'KHATTAB, Anas Hasan' is the interior minister whose June 2025 statement about captagon factories Chapter 6 quotes at SRC-234. NEITHER OBSERVATION IS AN INTERPRETATION OF SYRIAN POLITICS; both are readings of the Annex against documents already registered, and any characterisation of what they mean is reserved to the author. ALSO NOTE WHAT THE ANNEX DOES NOT DO: it does not delist anybody. These persons remain blocked and the general licence authorises transactions with them, which is the chapter's distinction between permission and repeal, in the instrument.
