  1. READ 17 AUGUST 2026 AT COUNTRY GROUP E, WHICH IS THE LINK THE CHAPTER NAMED WRONGLY. Retrieved because 15 CFR 734.4(d) keys the 25 per cent de minimis threshold to 'Country Group E:1 or E:2 of supplement no. 1 to part 740' and this process had not opened the supplement. COUNTRY GROUP E HAS TWO COLUMNS. [E:1] is headed 'Terrorist supporting countries' and [E:2] 'Unilateral embargo'. THE E:1 COLUMN CARRIES THREE ENTRIES: IRAN, KOREA NORTH AND SYRIA. CUBA IS IN THE E:2 COLUMN AND IS NOT IN E:1 AT ALL.
  2. THE SENTENCE THAT STOOD HERE UNTIL 18 AUGUST 2026 IS STRUCK AND IS QUOTED SO THAT A PARTIAL READING OF THIS ROW CANNOT REINTRODUCE IT: 'The E:1 column carries four entries: Cuba, Iran, Korea North and Syria.' THAT WAS FALSE. It was written from the file's flattened text, in which the table's X marks lose their columns and read as one per row. Parsed at the cell level, lines 2405 to 2442 of research/SRC-240_15CFR740_supplement1_country_groups.html give: Cuba, E:1 empty and E:2 X; Iran, E:1 X and E:2 empty; Korea, North, E:1 X and E:2 empty; Syria, E:1 X and E:2 empty. THE ERROR REACHED THREE CONTROLLING FILES BEFORE IT WAS CAUGHT: this row, the v7 chapter at line 221, and the basis field of edit ABSENCES-B3 in audits/reports/06-payment-system_v7.corrections.json, WHICH IS AN AUDIT ARTEFACT OF A PASS THAT HAS RUN AND IS NOT REWRITTEN; it carries the false reading and this row is the correction of record. Found by the v7 diff review, 18 August 2026, which parsed the cells; the reviewer records that its own first flattened extraction produced the same false reading. NOTHING ELSE IN THE CHAIN CHANGES: 734.4(d) excludes both E:1 and E:2, so the ten per cent threshold still binds a Syrian buyer and the twenty-five per cent one is still unavailable. SO THE CHAIN IS COMPLETE AND THE CHAPTER MAY NOW STATE IT: the designation places Syria in Country Group E:1, and it is the Country Group and not the designation that 734.4(d) names. The chapter's earlier sentence, that the threshold 'is set lower for countries on this designation than for others', was substantially right and named the wrong instrument.
