The Chapter 6 battery's figures pass found this file while SRC-229 recorded four routes to it as refused and the chapter printed the disclosure. READ AT SECTION 2.3.4, Statsobligasjonsunntaket, page 28. Verbatim: 'SPU skal ikke plassere investeringsporteforljen i rentebaerende instrumenter utstedt av stater eller statsrelaterte utstedere der Finansdepartementet har avskaaret slike investeringer paa bakgrunn av at det er vedtatt saerlig omfattende FN-sanksjoner eller andre internasjonale tiltak av saerlig stort omfang mot et bestemt land, og der Norge har sluttet opp om tiltakene ... FOR TIDEN OMFATTES IRAN, NORD-KOREA, RUSSLAND OG BELARUS.' At present it covers Iran, North Korea, Russia and Belarus. AND SYRIA APPEARS NOWHERE IN IT: zero occurrences across 329,440 characters [CORRECTED 18 AUGUST 2026: THIS ROW AND THE PROSE BOTH PRINTED 336,643, WHICH IS THE FILE'S BYTE LENGTH AND NOT ITS CHARACTER COUNT. The extraction is valid UTF-8 and decodes to 329,440 characters, the 7,203 difference being the two-byte Norwegian vowels]. So the removal is legible in the primary and no longer rests on a wire report. The document carries its own presentation formula, 'Tilraading fra Finansdepartementet 27. mars 2026, godkjent i statsraad samme dag', which is the presentation date the chapter states. WHAT THIS DOES NOT ESTABLISH: what the 2025 white paper said. That paper is not retrieved, so the comparison showing Syria was on the list and came off still rests on the Reuters report at SRC-229, and the chapter says so. READING OWED: the rest of the white paper, of which section 2.3.4 and its surrounding chapter are read.
AMENDED 18 AUGUST 2026 on the v7 diff review's m3. THE DOCUMENT'S OWN TITLE PAGE AND RUNNING HEAD READ 'Meld. St. 7 (2025–2026)' WITH AN EN DASH, U+2013, and this row, the chapter and evidence/claim_register.tsv NORWAY-001 all printed U+002D. A four-digit year range is a numeric range, which is the one construction CLAUDE.md permits an en dash in, and it sits inside a citation of a document that uses one. Corrected in all three files in this pass. The correct form is Meld. St. 7 (2025–2026).
AMENDED 18 AUGUST 2026 FOR A SECOND REASON, AND THIS ONE WAS FOUND WHILE FIXING THE FIRST. The row still said 'So the removal is legible in the primary and no longer rests on a wire report.' THAT IS THE EXACT OVERCLAIM THE v8 PASS REMOVED FROM THE PROSE at its M2 finding, and removing it from the chapter while leaving it in the controlling row is how two files come to disagree about what the prose may say. IT IS STRUCK. What the white paper carries is the CURRENT list, which does not include Syria. That Syria was on the 2025 list comes from Reuters of 14 April 2026 comparing the two papers, and the 2025 paper is not retrieved, so the removal remains an inference from the current list plus the wire report.
AMENDED 18 AUGUST 2026 ON THE v11 DIFF REVIEW'S HIGH 1, BECAUSE THREE ARTEFACTS SAID THIS ROW NAMES THE SEARCH STRING AND IT DOES NOT. The v11 manifest, the v11 spec's note and evidence/minors_ledger.tsv MIN-428 all asserted that SRC-241 names the stem. IT NEVER DID: this row recorded the count and no search string, and the scope is one file over at evidence/figure_inventories/06-payment-system.tsv FIG-06-011, which says 'The claim it scopes is that the strings syria and the stem syri return zero hits case-insensitively, which also excludes syrisk, syriske and Den syriske arabiske republikk.' THE SCOPE IS NOW CARRIED HERE TOO so the row and the inventory stop disagreeing about which of them holds it: THE SEARCH STRINGS ARE 'syria' AND THE STEM 'syri', CASE-INSENSITIVE, ACROSS 329,440 CHARACTERS, BOTH RETURNING ZERO. THIS IS THE SECOND TIME IN TWO VERSIONS THAT A BASIS FIELD ASSERTED THE CONTENTS OF A REGISTER CELL WITHOUT OPENING IT, after the CAP-009 claim withdrawn earlier today, and the v10 review had already written the prevention in terms: a basis field that states the contents of a repository file quotes that file's cell as it stands at the moment the basis is written.
