Line 195 lists 'the firm's publications index, its newsletter archive, the Syria Report, which carries its work, and a direct request to the firm' and says 'None of them is out of reach', which under D-051 is a bar on printing and not a disclosure. The index was one command. Registered so the route is recorded as RUN rather than as available.
