  1. RETRIEVED WHILE SEARCHING FOR LAW 3 OF 2010, AND IT IS A DIFFERENT LAW, WHICH IS WHY IT IS REGISTERED RATHER THAN DISCARDED. It concerns INVESTMENT BANKING LAW NO. 56 OF 2010, not Law 3 of 2010, and the two must not be conflated: both are 2010 Syrian banking instruments and a careless search returns one for the other. The report says the governor announced on Monday 6 October 2025 that the bank 'has prepared a draft of the executive regulations' for Law 56 of 2010, 'without clarifying whether this is the first such regulation or a revision of earlier ones'. THE STATEMENT WAS MADE ON FACEBOOK and the report says so. If the chapter uses this it is evidence that a 2010 statute waited fifteen years for the rules that make it operable, which is a capacity point and not a sanctions point, and the attribution is to Enab Baladi's report of a Facebook post and not to a gazetted instrument.
