OPENED ON MIN-439, WHICH RECORDED A CONTRADICTION BETWEEN CHAPTERS AND UNDERSTATED IT. THREE PASSAGES IN TWO CHAPTERS SAY 'no Syrian legal repository has been read for this book', Chapter 1 at line 245 and Chapter 4 at lines 51 and 239, AND THAT IS FALSE ON THIS PROJECT'S OWN REGISTER. WHAT HAS BEEN READ, EACH WITH ITS ROW. SRC-097, the People's Assembly legal database page for Law No. 10 of 2018, obtained by the author from a Wayback snapshot on 16 August 2026 and read the same day, 10 pages, page status نافذ, and it is the primary text from which Chapter 4 prints Article 2's list of twenty-nine amended articles. SRC-245, the same database's text of Law No. 3 of 2010, retrieved through the Internet Archive on 18 August 2026, HTTP 200, 63,415 bytes, served windows-1256, all eight articles read. SRC-254 and SRC-255, two views of the Central Bank of Syria's own legislation index, read from the markup on 18 August 2026, 30 and 17 entries. SO TWO SYRIAN LEGAL REPOSITORIES HAVE BEEN OPENED AND FOUR DOCUMENTS READ FROM THEM. THE CLAIM THE CHAPTERS WERE REACHING FOR IS DIFFERENT AND IT IS TRUE: NO REPOSITORY HAS BEEN SEARCHED FOR A REPEALING INSTRUMENT. Both Assembly pages were retrieved one law at a time, for the text of that law, through an archive; neither was reached by browsing an index of what is in force. THE LIVE ASSEMBLY DOMAIN DOES NOT RESOLVE. parliament.gov.sy and www.parliament.gov.sy both fail DNS resolution from this machine, tried 10 August 2026 and again 18 August 2026. THE MINISTRY OF JUSTICE ROUTE WAS TRIED ON 18 AUGUST 2026 AND IT IS NOT A STATUTE REPOSITORY. moj.gov.sy resolves at 135.181.131.223 and returns HTTP 200 with a WordPress maintenance page titled 'Site is undergoing maintenance', 7,266 bytes; its content is reachable behind that page through the site's own interface, which returned HTTP 200 and 203 routes. ITS CONTENT TYPES ARE MINISTRY MATERIAL: posts, pages, videos, infographics, FAQs, ministry branches, AND TWO LEGAL TYPES WHICH ARE CIRCULARS (تعاميم) AND MINISTERIAL DECISIONS (قرارات), being instruments of the ministry and not the statute book. THREE SEARCHES RUN AND THEIR RESULTS: 'إلغاء' three items, none a repeal of any instrument this book relies on; 'قانون رقم 10' fifteen items, all ministry circulars, decisions and news; 'المرسوم التشريعي 66' one item, a presidential decree numbered 13 on an unrelated subject. NO REPEAL OF LAW 10 OF 2018, DECREE 66 OF 2012 OR LAW 3 OF 2018 APPEARS ON THAT SITE. THE SCOPE OF THAT ABSENCE, EXACTLY: it is an absence from the searchable content of one ministry's website under three Arabic phrasings on one day, and it is not evidence about the statute book. ROUTES NAMED AND NOT TRIED: the Internet Archive's copies of the Assembly's own law listing at node=201, which the archive holds in quantity and which would have to be walked law by law without an index; the Syrian Journal of Laws; the Official Gazette, which is the instrument of record for a repeal and which needs a session or a subscription per SRC-046 and SRC-194; and the Ministry of Local Administration, which is the proposing ministry under Law 10. WHAT PROSE MAY SAY: that no repository has been searched for a repeal, that the live Assembly site does not resolve, that two of its pages have been read through an archive, and that the Central Bank's index is a banking index which would not carry a repeal of a property law. WHAT PROSE MAY NOT SAY: that no Syrian legal repository has been read for this book. IT HAS, FOUR TIMES, AND THE SENTENCE DENYING IT SURVIVED BECAUSE IT WAS WRITTEN ON 10 AUGUST 2026 AND NOTHING RE-READ IT WHEN THE RETRIEVALS OF 16, 17 AND 18 AUGUST FALSIFIED IT.
AMENDED 18 AUGUST 2026 ON MODERATE 4 OF THE D-082 GATE DIFF REVIEW, WHICH FOUND THIS ROW STALE AGAINST ITS SIBLINGS. It was written on the morning of 18 August, when the gazette was recorded as reachable only through a subscription, and it names the Official Gazette among the routes 'not tried' on that footing. THE GAZETTE WAS OPENED THE SAME DAY AT SRC-046, SRC-194 AND SRC-262, and the archive yields issue files and, for the years whose contents it has transcribed, contents tables. SO THE GAZETTE IS NO LONGER AN UNTRIED ROUTE IN THE SENSE THIS ROW MEANT: it is a route this process can execute and has executed for other documents, and it has not been walked for a repeal of Law 10 of 2018, Decree 66 of 2012 or Law 3 of 2018. THE ROW'S CENTRAL FINDING IS UNAFFECTED: no repository has been searched for a repealing instrument, which is still true and is what Chapters 1 and 4 say.
THE DNS EVIDENCE IS UPGRADED FROM LOCAL TO PUBLIC, 19 AUGUST 2026, AND THE ROW'S CENTRAL CLAIM SURVIVES IT. This test was run because SRC-268 found the opposite result on another ministry: mohe.gov.sy does not resolve from this machine and RESOLVES PUBLICLY at 185.216.133.50, so 'did not resolve from this machine' had to be tested before any chapter kept resting on it. Cloudflare DNS-over-HTTPS was queried for each host. parliament.gov.sy AND www.parliament.gov.sy RETURN NXDOMAIN, Status 3, FROM THE PUBLIC RESOLVER AS WELL AS FAILING HERE. So the People's Assembly domain does not exist in the public DNS, which is a stronger and more defensible statement than the one this row previously carried, and the three passages in Chapters 1 and 4 that rest on it are unaffected and better supported. pmo.gov.sy likewise returns NXDOMAIN. moj.gov.sy resolves publicly at 135.181.131.223, WHICH THIS ROW ALREADY RECORDED from its own direct test, so nothing changes there. ONE NEW HOST, NOT PREVIOUSLY TESTED BY THIS PROJECT AND NOT YET OPENED: egov.sy resolves publicly at 185.216.134.58. It is an untried route rather than a finding, and it is named here so it is not mistaken for an absence. THE METHODOLOGICAL POINT, WHICH IS THE REASON THIS BLOCK EXISTS: a host that has been withdrawn from DNS and a host this machine merely cannot reach look identical from a failed lookup, and one query to a public resolver separates them. Every future non-resolution recorded in this register is to carry that test.
