THE READING IS CHECKED AGAINST THE DOCUMENT ITSELF: the five doctor categories sum to 11,484, and the report's own trend section states 11,484 medical doctors in December 2019 against 10,371 in January 2019. So the row was read correctly, on the report's arithmetic and not on mine. THE PERIMETER, AND IT IS THE WHOLE VALUE OF THE ROW. The population is FUNCTIONING public hospitals, fully and partially, being 85 OF 113, affiliated to the Ministry of Health AND the Ministry of Higher Education. It is therefore NOT the Syrian health workforce, NOT the Ministry of Health's payroll, and NOT a headcount of anybody's employees: it is staff reported as available at facilities that reported. It excludes public health centres, which are a separate HeRAMS report; the private sector; NGO and Red Crescent facilities; and any facility that did not report, which is 28 of the 113. WHAT PROSE MAY SAY: that WHO's HeRAMS recorded 11,484 medical doctors, 16,618 nurses and 1,541 midwives available in the 85 functioning public hospitals of Syria in December 2019, and that nurses were 52.8 per cent of hospital health staff against 0.2 per cent general practitioners. WHAT PROSE MAY NOT SAY: that these are Syria's doctors or nurses; that they are public employees, which this document does not address; or that the total is comparable with any budget figure, because THE 2010 BUDGET SCHEDULE AT SRC-262 SHOWS PUBLIC HOSPITALS CARRYING INVESTMENT ALLOCATIONS AND NO SALARY LINE, so the two documents do not describe the same quantity and are nine years apart besides. WHY IT MATTERS TO CHAPTER 7 BEYOND THE COUNT: the report classifies staff by facility affiliation, MoH against MoHE, while the budget classifies the same institutions by section, and NEITHER DOCUMENT CONNECTS A PERSON TO A WAGE. That is the chapter's problem stated in two primary sources. POST-2020 HEALTH WORKFORCE DATA WAS LOOKED FOR ON 19 AUGUST 2026 AND IS NOT LOCATED, AND THE SCOPE OF THAT IS EXACT. WHO's most recent Syria HeRAMS product found is the northeast baseline report of 26 February 2025, covering 114 health service delivery units in Aleppo, Al-Hasakeh, Ar-Raqqa and Deir-ez-Zor as at 30 November 2024. IT CARRIES OPERATIONAL STATUS AND NOT WORKFORCE: its own scope is the units' operating status, partner support and basic amenities, and it states that workforce and clinical detail sit in separate thematic reports. IT ALSO CARRIES ITS OWN WARNING, that the deployment 'remains ongoing, including data verification and validation, the analysis presented here is not final and was produced solely for the purpose of informing operations'. SO THE MOST RECENT HEALTH WORKFORCE FIGURES THIS PROJECT HOLDS REMAIN DECEMBER 2019 AND DECEMBER 2020, at this row and at SRC-270 and SRC-271, and they predate the change of government by four and five years. WHAT PROSE MAY SAY: that the workforce counts it uses are of December 2019 and December 2020 and that no later count was found. WHAT PROSE MAY NOT SAY: that none exists. The thematic reports the baseline names have not been retrieved.
