RETRIEVAL 2 OF THE CHAPTER 7 GATE, AND IT IS MADE AS A SCOPED ABSENCE RATHER THAN AS A FIGURE. THE MINISTRY PUBLISHES A 2026 BUDGET AND DOES NOT PUBLISH A WAGE BILL IN IT. THE HEADLINE FIGURES, from page 21: estimated expenditure 1,156.7 billion NEW Syrian pounds, 10.516 billion US dollars; expected revenue 958.8 billion new pounds, 8.716 billion dollars; estimated deficit 197.9 billion new pounds, 1.799 billion dollars, 5.3 per cent of GDP; expected GDP 33.7 billion dollars. THE DOCUMENT'S OWN CONVERSION IS PRINTED ON THE PAGE: one US dollar equals 110 new Syrian pounds, and it warns that amounts may differ because of rounding. BY GOVERNMENT SECTOR, page 27, READ AT THE RENDERED PAGE AND NOT FROM THE TEXT LAYER: spending on HEALTH, EDUCATION AND SOCIAL PROTECTION activities 4.353 billion dollars, 41 per cent; spending on DEFENCE AND NATIONAL SECURITY activities 3.500 billion dollars, 33 per cent; spending on GENERAL SERVICES activities 2.663 billion dollars, 26 per cent. The three sum to 10.516 exactly. A CORRECTION MADE BEFORE ANYTHING WAS RECORDED, AND IT IS THE THIRD OF ITS KIND ON THIS PROJECT IN TWO DAYS. The text layer of this PDF associates the labels with the wrong figures, and a first reading from it had defence at 41 per cent and health and education at 33. THE RENDERED PAGE SHOWS THE OPPOSITE. Nothing was written down from the layer. AND THE CORRECTED READING RECONCILES WITH THE PRESIDENT'S REPORTED STATEMENT rather than contradicting it: he is reported as saying 40 per cent of the budget would go to essential services such as health and education, and the ministry's own document gives 41 per cent for health, education and social protection together. BY TYPE, page 21: current expenditure 60 per cent, investment 27 per cent, support and social security 13 per cent. Revenue: taxes, fees and customs 50 per cent, oil and gas 28 per cent, other 22 per cent. Against 2025 outturn on page 22: revenue 379 billion new pounds and 3.447 billion dollars, expenditure 384 and 3.493, a deficit of 5 billion new pounds and 46 million dollars. So the 2026 budget is about three times the 2025 one in dollar terms, which the document says in terms. AND HERE IS THE ABSENCE, WHICH IS THE POINT OF THE ROW. THERE IS NO SALARIES LINE ANYWHERE IN THE DOCUMENT. Wages appear twice and both times qualitatively: page 9 defines current expenditure as what the government spends on 'الأجور والرواتب والبدلات' among other things, and page 29 promises continued steps to raise public sector wages. NO AMOUNT IS GIVEN FOR SALARIES, no share of the budget, and no headcount. THE SCOPE OF THAT ABSENCE, STATED EXACTLY. It is an absence from the ministry's 52-page citizen-facing budget document for 2026, read in full at its text layer and at its two summary pages as images. IT IS NOT AN ABSENCE FROM THE BUDGET LAW, which this project has not obtained for any year after 2010. Prose may say that the published citizen budget gives no salaries line; it may NOT say that Syria publishes no wage bill. WHAT THE COMPARISON WITH 2010 SUPPORTS, AND IT IS THE CHAPTER'S SENTENCE. SRC-262, the enacted schedule annexed to Law No. 37 of 2009, gives Chapter One, salaries wages and compensations, as 154,465,470 thousand old pounds, to the pound, alongside every other chapter. The 2026 published budget gives sector shares and no salaries line at all. AT THE SAME TIME the state has legislated a fifty per cent rise by Decree 67 and per-post scales by Decree 68, so a first-category teacher's monthly pay is publicly knowable at 36,400 new pounds while the total wage bill is not. THE PAY IS KNOWABLE PER POST AND NOT IN AGGREGATE. WHAT PROSE MAY NOT DO WITH ANY OF IT: build a ratio across the currencies. The 2010 figures are old Syrian pounds and these are new ones at 110 to the dollar, and no conversion between the two is attempted here or permitted there.
