RETRIEVED WHILE LOOKING FOR THE 2025 JOINT EDUCATION NEEDS ASSESSMENT ITSELF, WHICH IS NOT FOUND. This is the cluster that supported the assessment reporting its own findings, so it is one step from the instrument and not the instrument. AND IT ADDS A FOURTH FIGURE TO A QUESTION THAT ALREADY HAD THREE. VERBATIM: 'While enrollment increased in 2025, according to a multi-sectoral needs assessment (2025), ABOUT 32 PER CENT OF CHILDREN ARE EITHER OUT OF SCHOOL OR RARELY ATTENDING, and a further 1 million children are at risk of dropping out.' THE FOUR FIGURES, EACH WITH ITS SOURCE, ITS PERIOD AND ITS OWN WORDS, AND NO TWO ARE THE SAME MEASURE. SRC-266, the Common Country Analysis of 31 March 2026: 2.4 million children OUT OF SCHOOL, attributed to 2024. SRC-267, the HNRP education section of 15 April 2026: 2.5 million in 2024 and 2.7 million, or 37 per cent of school-aged children, NOT ACCESSING EDUCATION SERVICES in 2025. THIS ROW: about 32 per cent OUT OF SCHOOL OR RARELY ATTENDING in 2025, from a multi-sectoral needs assessment. And UNICEF's appeal, seen in search results and NOT OPENED, gives more than 2.45 million out of school. THE ARITHMETIC OF THE DIVERGENCE, WHICH IS THE POINT. Thirty-seven per cent is 2.7 million on the HNRP's own denominator, so thirty-two per cent on the same denominator is about 2.34 million. THE SAME YEAR THEREFORE YIELDS 2.34 OR 2.7 MILLION DEPENDING ON WHICH ASSESSMENT AND WHICH DEFINITION, and the two documents were published within weeks of each other by bodies working in the same sector. WHAT PROSE MAY SAY: that four figures circulate for children out of school in Syria in 2024 and 2025, that they come from the UN's own country analysis, its response plan, the education cluster and UNICEF, that they range from 2.4 to 2.7 million, and that the wording differs at each: out of school, not accessing education services, out of school or rarely attending. WHAT PROSE MAY NOT SAY: that any one of them is the number, or that they form a series. IT ALSO REPORTS THE JENA 2025 FINDINGS THE HNRP CARRIES, in the same terms: 50 per cent of assessed schools disrupted, an average of 25.5 instructional days missed. Two independent reports of the same unopened assessment agreeing is worth recording and is not the assessment.
