RETRIEVED BECAUSE THE CHAPTER DESCRIBED IT WITHOUT HOLDING IT. The retrieval gate note of 19 August 2026 recorded this report's existence, date and scope from a search result. That is not an opened document and the chapter's sentence rested on it, so the document was obtained and opened before the sentence was allowed to stand. SCOPE, VERBATIM FROM PAGE 1: 'HeRAMS has been deployed in northeast Syria since May 2024 and has allowed for the assessment of 114 health service delivery units (HSDUs). This analysis was produced based on the data collected up to 30 November 2024. It is important to note that the deployment of HeRAMS is ongoing, including data verification and validation. Hence, this analysis is not final and was produced solely for the purpose of informing operations. This is the first report of the HeRAMS northeast Syria baseline report 2024 series'. THE GOVERNORATES ARE FOUR: Aleppo, Al-Hasakeh, Ar-Raqqa and Deir-ez-Zor. So it is not a national instrument and it is not a workforce instrument. IT CARRIES NO HUMAN-RESOURCES TABLE, AND THIS WAS CHECKED RATHER THAN ASSUMED. The word workforce does not appear in either file. In the operational status report, staff appear only as 'lack of staff', one of nine listed causes of partial or non-functioning. In the general clinical and trauma care report, 'medical doctors, nurses and midwives' appear once, inside a footnote defining what an inpatient service must have to count as available. Neither is a count of anybody. THIS CLOSES A D-051 DISCLOSURE RATHER THAN RESTATING IT. The chapter previously disclosed that the thematic reports named by the baseline had not been retrieved. That route was executable by this process, so under D-051 it was a bar on printing and not a disclosure. It has now been run: one sibling was retrieved and read, and it does not carry the workforce data the chapter was looking for. THREE SIBLINGS REMAIN UNRETRIEVED of what the publisher's own page calls a five-part series; the two opened establish that the series reports service availability rather than staffing, which is the only claim the chapter makes about it. THE WORD WORKFORCE APPEARS IN NONE OF THE FIVE. In the sexual and reproductive health report 'staff' occurs 34 times AND EVERY OCCURRENCE IS THE BARRIER CATEGORY 'Lack of staff', reported as a percentage of facilities citing it, never as a count of people. That is checked at the text and it matches the pattern of the other four. THE SIXTH, on noncommunicable disease and mental health services, WAS RECORDED HERE AS NOT LOCATABLE AND THAT IS SUPERSEDED BY THE AMENDMENT AT THE END OF THIS ROW.
