GATE ITEM A2 OF THE REBUILT CHAPTER 7 GATE, AND IT CORRECTS THE CHAPTER IT WAS RETRIEVED FOR. The earlier book's date, 28 August 2025, is confirmed exactly by the page's own datePublished. VERBATIM ON THE PAYROLL: 'In January 2025, the caretaker Finance Minister acknowledged that only 900,000 of the roughly 1.3 million people then on the payroll were actually showing up to work, exposing the extent of ghost employment.' So this document, and not the Enab Baladi report, is where the 900,000 as a count of attenders is stated. THE FINDING, AND IT IS A FACTUAL ERROR IN CHAPTER 7 v1 AND IN THE EARLIER BOOK AT SOURCE LINE 1745. VERBATIM: 'Alongside this poorly coordinated and partially reversed policy, the government has also opened A PARALLEL TRACK OF REINSTATEMENTS, PARTICULARLY FOR CIVIL SERVANTS EXPELLED BY THE ASSAD REGIME FOR SUPPORTING THE 2011 UPRISING. The first wave of recalls came on 14 April 2025, with 14,646 employees in the Ministry of Education invited to return to their original departments. Since then, MOAD has stepped up efforts to restore these workers to their posts. As of 18 August 2025, 49,800 former employees have been invited to return to their original departments.' THE 14,646 AND THE 49,800 ARE THEREFORE NOT A REVERSAL OF THE 2025 DISMISSALS. They are a different population on a parallel track: people expelled by the previous government after 2011 and now being restored. Chapter 7 v1 line 5 prints them as 'Then came the reversal', and the earlier book at 1745 prints them as following 'an initial programme of dismissals'. Both conflate two populations, and the chapter's reading of the episode as a government discovering in public rests on that conflation. THE RECALLS ARE ANNOUNCED BY MOAD, the Ministry of Administrative Development, not by the Ministry of Education; the 14,646 are Ministry of Education employees. Chapter 7 v1 says 'the Ministry of Education invited 14,646 people back', which misplaces the actor. WHAT IS NOT IN THIS DOCUMENT: the 550,000 to 600,000 target appears nowhere in it, checked by search. The earlier book does not attribute it here either. TWO FIGURES AVAILABLE AND NOT YET USED: a 2024 study by the Institut National d'Administration in Damascus found five ministries lost over 50 per cent of their workforce between 2010 and 2022; and the Syrian Arab Army is given at around 220,000 troops as of 2011, described as an estimate.
