GATE ITEM D1, AND IT WITHDRAWS THE GROUND ON WHICH CHAPTER 7 v1 ELECTED THIS FIGURE. The document was never opened for this book and v1 nonetheless made it the figure used where a single one is needed. Figures F-02. THE VERSION LINE CONFIRMS THE EARLIER BOOK'S DATE EXACTLY: 'Year 2026 Version 2 - 22/01/2026 ECHO/SYR/BUD/2026/91000'. VERBATIM AT 800 DPI, SECTION 2.2.6 Education in Emergencies: 'Syria: Access to education remains limited, with 2.45 million children aged 5 to 17 out-of-school. 7.8 million children and teachers need emergency education services - an increase of 8% over a year.[40] Over 7 000 schools are partially damaged or destroyed[41], with many used as emergency collective centres.' THE FINDING IS FOOTNOTE 40, AND IT IS 'HRP 2025'. So the 2.45 million and the 7.8 million are not ECHO's own measurement. They are the Humanitarian Response Plan's figures, restated by ECHO, and THE AGE RANGE IS ECHO'S CHARACTERISATION OF SOMEBODY ELSE'S NUMBER. THE 2.45 MILLION SENTENCE CARRIES NO FOOTNOTE OF ITS OWN; the marker sits after the following sentence, so the figure is either covered by footnote 40 or unsourced on the face of the document, and the row states both possibilities rather than choosing. CHAPTER 7 v1 SAID: 'Of the four documents below it is the only one that states an age range. On that ground it is the figure used here where a single one is needed.' THAT GROUND DOES NOT SURVIVE. An age range attached in transmission to a figure taken from an unopened plan is precisely the pattern the earlier book prosecutes at source line 1557, where a figure acquires 'the appearance of a measurement on the way'. THE HRP 2025 IS NOT HELD AND ITS RETRIEVAL IS A NEW GATE ITEM. THE SUMMARY TABLE MAKES THE NESTING EXPLICIT and it is worth keeping: 'Children in need of Education in Emergencies 7.8 million people, including 2.45 million out of school children'. The 2.45 million is a subset of the 7.8 million, not a separate population. SCOPE OF THE DOCUMENT, WHICH THE CHAPTER MUST NOT OVERSTATE: it is a REGIONAL plan covering Syria, Lebanon and Jordan, with a total of EUR 234,760,000, and the Syria education figures are one subsection of it.
