  1. GATE ITEM D2, PART MADE. The earlier book prints the Sweida figure at source line 1715 with NO ATTRIBUTION AT ALL, and Chapter 7 v1 carried it the same way. Figures F-09. THIS DOCUMENT DOES NOT CARRY THE PRECISE FIGURE THE BOOK PRINTS. Its headline is 'more than 13 thousand students'; the book and v1 print 'some 13,500'. SO 13,500 IS STILL UNSOURCED and may not be printed on this row. Other outlets seen in the same search carry 13,500 and a 5 per cent sitting rate, and are NOT YET OPENED: Ahwal Media, Ultra Syria and Al Jazeera. Those routes are named and untried. WHAT THIS DOCUMENT DOES ESTABLISH IS THE MECHANISM, WHICH IS BETTER THAN THE NUMBER. The government insisted on holding the examinations for Sweida's students at centres in rural Damascus, treating the governorate as outside its control; armed Druze groups under the National Guard refused to let students leave the governorate on stated security grounds and insisted the examinations be held inside it; and UN mediation failed. SO THE CHILDREN DID NOT MISS EXAMINATIONS BECAUSE NO EXAMINATION EXISTED. Two authorities disagreed about where they should sit, which is a sharper illustration of the chapter's own argument that a national instrument is national only where the nation reaches. CONTESTED POLITICAL GROUND, AND CLAUDE.md RESERVES IT TO THE AUTHOR. The report characterises the July 2025 violence, the parties to it and Israel's strikes. Under the human-only decisions rule, contested Syrian political, legal and communal interpretations are not settled by this process, and the chapter should carry the examination mechanism without adjudicating the conflict. FIGURES AVAILABLE AND NOT YET USED, ALL ATTRIBUTED BY THIS REPORT TO A UN REPORT IT DOES NOT NAME: 1,700 killed and 200,000 displaced in the July 2025 violence over one week.
