  1. HELD ON DISK AND UNREGISTERED UNTIL 22 AUGUST 2026, with a full text layer. It answers issue 12 directly and nobody had opened it. WHAT IT FIXES, from table 1: 'SAP072 | WATER-RES - Enhancing the ability to address the risks of water scarcity in areas most affected by climate change and water shortage in Syria | ACTED | Syrian Arab Republic | Adaptation | Public | 25.0'. So the accredited entity is ACTED, the theme is adaptation, the window is public and the GCF funding is USD 25.0 million. Paragraph 3(b): SAP072 and FP303 are 'the first single-country projects for Syrian Arab Republic (SAP072), and Central African Republic (the)'. Annex II table 2, conditions specific to individual funding proposals, gives for 'SAP072 (ACTED Syrian Arab Republic)' the single word 'None'. THE CAUTION IS ON THE DOCUMENT'S OWN FACE AND IT IS NOT MINOR: 'This document is prepared and transmitted for consideration by the GCF Board at a Board meeting. It is published on the GCF public website in that context, which does not imply a presumed outcome.' IT IS THEREFORE EVIDENCE OF WHAT WAS PUT TO THE BOARD ON 12 JUNE 2026, NOT OF WHAT THE BOARD DECIDED. The approval of 2 July 2026 needs the B.45 decisions document, which is retrieval H5 of the Chapter 8 gate and is not held. STATUS READ_IN_PART: table 1, the objectives mapping at table 2, paragraphs 3 and 14, and annex II table 2 are read; the other nine proposals and the iTAP comparison at table 3 are not.   2. AMENDED 22 AUGUST 2026 ON THE DECISIONS DOCUMENT AT SRC-348, AND THE AMENDMENT MATTERS. This row recorded the conditions specific to SAP072 as the single word 'None', which is what table 2 says and is not the whole of it. Decision B.45/08 approves the proposal 'subject to the conditions set out in annex I', being the GENERAL conditions applying to every proposal: completion of legal due diligence to the Secretariat's satisfaction before the funded activity agreement is signed, and a certificate or legal opinion within 120 days confirming the accredited entity has its internal approvals and 'the capacity and authority to implement the proposed project/programme'. THE CORRECT FORM IS NO PROJECT-SPECIFIC CONDITIONS, SUBJECT TO THE GENERAL ONES. A cell reading 'None' alone reads as unconditional and is not.
