EVERY FIGURE TR-007 CARRIES IS CONFIRMED AT THE DOCUMENT. US$12.4 million; the project is the 'Stabilization of Power Supply in Conflict Affected Areas'; funded by Japan, implemented by UNDP 'in partnership with the Ministry of Energy'; 24 months; maintenance of Units 1 and 2. THE VERB MATTERS AND TR-007'S CAUTION IS RIGHT: the project will 'SUSTAIN the delivery of up to 540 megawatts (MW) to the national grid'. Sustained, not added. Beneficiaries: 'approximately 1.84 million people (around 368,750 households)' directly and 'an estimated 3.33 million people' indirectly. The cumulative Japanese figure is confirmed and must never be added to this project: since 2014 Japan has provided 'more than US$35 million', rehabilitating three major power plants, 'adding 235 MW of generation capacity and reducing losses by around 1,000 MW', for approximately 5.5 million people, from facilities accounting for 'nearly one-third of national electricity production'. THAT CUMULATIVE SENTENCE CONTAINS A UNIT PROBLEM AND IT IS THIS BOOK'S SUBJECT: losses are stated in MEGAWATTS, alongside capacity added in megawatts, and a loss reduction of 1,000 MW against a capacity addition of 235 MW does not cohere on any single reading. Quote it if it is used and do not convert it. FOUR THINGS THE REGISTER DID NOT HOLD. The two targeted units 'operate for around 7,500 hours each year, producing approximately 4,400 gigawatt-hours (GWh) of electricity'. That is a measured output figure for two units at one plant, and set against national generation of 12,900 GWh on Ministry of Electricity data at SRC-324 or 20,096 GWh on IRENA at SRC-316, it is a third or a fifth of the national total from two units, which is a scale check the chapter should run rather than assert. The plant 'was constructed with Japan's official development assistance in the early 1990s'. The governorates served are named: Homs, Damascus, Rural Damascus, Hama and Deir-ez-Zor. And the maintenance is specified as 'the replacement of valves and combustor baskets'. NO DISBURSEMENT OR DRAWDOWN FIGURE APPEARS ANYWHERE. Approval and launch are not disbursement.
