RETRIEVED AND READ 22 AUGUST 2026, as part of retrieval H2, WHICH IS NOT MADE. THE REGISTRY ITSELF COULD NOT BE READ AND THE ROUTES ARE RECORDED. Seven routes were tried on 22 August 2026 and all failed: unfccc.int/NDCREG returns an empty document body; www4.unfccc.int/sites/NDCStaging/Pages/Party.aspx?party=SYR returns HTTP 302 to the same page; the SharePoint list API at /sites/NDCStaging/_api/web/lists/getbytitle('PublishedDocuments')/items is intercepted by Incapsula bot protection and returns a challenge page; the Internet Archive capture of 20 August 2026 holds only the JavaScript shell at 1,865 bytes; unfccc.int/ndc-information and the NDC synthesis landing page both redirect to the same registry; climatewatchdata.org/ndcs/country/SYR/full returns HTTP 404; and ndcpartnership.org/country/syr returns HTTP 403. ROUTES NAMED AND NOT YET TRIED, as D-051 requires: a browser-driven retrieval that executes the registry's JavaScript; the UNFCCC NDC synthesis report as a published document rather than a page; and a request to the secretariat. The first two are executable by this process and H2 therefore REMAINS A BAR ON PRINTING a current-status claim, not a disclosure. WHAT THIS DOCUMENT SUPPORTS, AND ITS LIMITS. The entry is headed 'Syrian Arab Republic Nationally Determined Contribution. NDC1', geography Syria, year 2018, and is described as 'Part of Syrian Arab Republic's Nationally Determined Contributions'. Its summary reads 'Syrian Arab Republic First NDC, Nationally Determined Contribution from Syria in 2018'. THE DATABASE LISTS ONE SYRIAN NDC AND IT IS THE 2018 FIRST NDC. That supports a sentence saying that this database, as at 22 August 2026, records only the First NDC of 2018. IT DOES NOT SUPPORT a sentence saying the registry shows no later submission, because the registry was not read, and a curated database is an account of the registry rather than the registry. The permitted form names the database and the date. IT IS A SECONDARY SOURCE and EVIDENCE_PROTOCOL bars a figure at SECONDARY tier from prose; the submission status is not a figure, but the same caution applies to its weight.
