Al-Sharaa 'told the Brazil summit on Thursday that his country was fully on board with the United Nations Framework Convention on Climate Change and invited investments in renewable energy as part of his country's ambitious plans for reconstruction and recovery'. He underlined the urgency of climate change, 'which hit Syria hard this year with a drought unlike any it has seen in over six decades'. WHAT IS ABSENT IS THE POINT AND THE ABSENCE IS SCOPED TO THIS REPORT: no emissions target, no renewable energy target and no NDC timeline appears anywhere in it. That supports the manuscript's observation that a head of state spoke and announced no commitment, ON THIS REPORT'S ACCOUNT. It does not establish that no such announcement was made anywhere, and the manuscript's stronger form needs the transcript or the UNFCCC record. THE DROUGHT FIGURE IS THE PRESIDENT'S OWN CHARACTERISATION, 'a drought unlike any it has seen in over six decades', reported in indirect speech.
