THIS DOCUMENT PUBLISHES A DISBURSEMENT FIGURE FOR A SYRIAN RECONSTRUCTION OPERATION AND THE BOOK'S FRAMING CLAIM IS FRAMED AROUND THE ABSENCE OF EXACTLY THAT. Section 7, DATA ON FINANCIAL PERFORMANCE, read at the rendered page and not from the text layer. Table 7.2, Disbursements by loan, in full: 'IDA-E4880 | Effective | Original 146.00 | Revised 146.43 | Cancelled 0.00 | DISBURSED 9.50 | Undisbursed 136.93 | Historical Disbursed 0.00 | % DISBURSED 6.49%'. Section 7.1 carries a cumulative disbursement chart with an 'Actual' series rising from zero at FY2025 to about ten million at FY2026. Table 7.3, key dates by loan: 'IDA-E4880 | Effective | Approval 24-Jun-2025 | Signing 25-Nov-2025 | Effectiveness 09-Jan-2026 | Orig. Closing 31-Dec-2029 | Rev. Closing 31-Dec-2029'. SO USD 9.50 MILLION OF USD 146.43 MILLION HAS BEEN DISBURSED, BEING 6.49 PER CENT, ON A ROUTINELY DISCLOSED SUPERVISION REPORT DATED 21 JULY 2026. THE COMPONENT COSTS FALSIFY A RHETORICAL LINE IN THE SOURCE MANUSCRIPT. Section 2 gives: 'Component 1: Rehabilitation of Damaged High Voltage Transmission Lines: (Cost $25.00 M); Component 2: Rehabilitation of Damaged High Voltage Substations: (Cost $107.00 M); Component 3: Technical Assistance for Sector Development and Institutional Capacity Building: (Cost $5.00 M); Component 4: Project Implementation Support: (Cost $9.00 M).' Source Chapter 11 line 3181 says the project 'consists in large part of repairing two lines' and concludes that 'A country whose emergency electricity programme consists in large part of repairing two lines is a country with very few lines to repair.' THE LINES COMPONENT IS 25 OF 146 MILLION, SEVENTEEN PER CENT. THE SUBSTATIONS COMPONENT IS 107 MILLION, SEVENTY-THREE PER CENT. The project consists in large part of repairing substations. The topology argument stands on other evidence; this sentence does not, and Chapter 8 must not inherit it. NOTHING PHYSICAL HAS BEEN DELIVERED AND THE REPORT SAYS SO IN ITS OWN INDICATORS. As at 09-Jul-2026: 'Regional interconnection capacity enabled through transmission lines rehabilitated (Megawatt)' actual 0 against a target of 600 by Dec/2029; 'Substation transformer capacity rehabilitated (KVA)' actual 0 against 1,000,000 by Dec/2029; 'High voltage transmission lines rehabilitated (Kilometers)' actual 0 against 28 by Dec/2029; and 'Electricity sector policies/strategies/investment plans informed by technical assistance' actual 0 against 4. ONE INDICATOR HAS MOVED: a stakeholder engagement and community liaison count stands at 12 against a target of 20. SO 9.5 MILLION DOLLARS HAS BEEN DISBURSED AND NOT ONE KILOMETRE OF LINE, NOT ONE KVA OF TRANSFORMER AND NOT ONE STRATEGY HAS BEEN DELIVERED. That is a more interesting finding than the absence the book was going to print, and it is fully sourced. OTHER FACTS ON THE FACE: the project became effective on 9 January 2026; the implementing agency is the Public Establishment for Transmission and Distribution of Electricity; progress towards the development objective and overall implementation progress are both rated Satisfactory; the overall risk rating is High, with Political and Governance, Macroeconomic, Sector Strategies and Policies, Fiduciary and Other all High. THE FIDUCIARY RISK IS RATED HIGH AND MONEY IS FLOWING, which is the pairing this chapter should notice. NOT ESTABLISHED HERE: whether the sequence 01 report of 2 January 2026 also carried a disbursement figure. It predates effectiveness by a week so a zero is likely, but the document has not been opened and no claim about first publication may be made.
  2. NO AMENDMENT IS OWED AND THE ROW IS ALREADY WIDER THAN THE PROSE IN THE SAFE DIRECTION. The bar the harness has detected is the row's own closing caution, that whether the sequence 01 report of 2 January 2026 also carried a disbursement figure is NOT ESTABLISHED and that no claim about first publication may be made. THE PROSE MAKES NO SUCH CLAIM, in v19 or in v20: it says one record of the twenty-eight carries a published figure and gives the 21 July 2026 report, and it nowhere says that report was the first. Nothing in this pass touches that question. The two things this pass takes from the row, table 7.2's Cancelled 0.00 and the staff-training indicator at 12 of 20, are both inside what the row records as read at the rendered page, and both narrow the prose rather than widening it.
