The route that failed is recorded: epuc.vermont.gov does not resolve from this machine and its lease sub-page returns 404, so the Public Utility Commission's order itself is still not held; this is the utility's own account of that order, dated the day after it. EVERY ONE OF THE FIVE FIGURES THE SOURCE MANUSCRIPT ATTRIBUTES TO THE AUGUST 2023 APPROVAL IS CONFIRMED, AND TWO OF THEM MEAN SOMETHING NARROWER THAN THE MANUSCRIPT IMPLIES. Verbatim: 'To date, about 2,900 GMP customers have more than 4,800 batteries in their homes.' Both figures hold. 'In the Powerwall program, customers lease TWO Tesla Powerwall batteries from GMP for $55 per month.' THE FIFTY-FIVE DOLLARS BUYS TWO POWERWALLS, NOT ONE, which the manuscript does not say and which changes the price point materially. 'In the BYOD program, customers buy a battery of their choosing from a local installer, and they can receive an incentive up to $10,500 from GMP depending on how much stored energy they agree to share during peaks.' Confirmed, and SRC-349 gives the per-kilowatt schedule behind the ceiling. 'The waitlist for the Powerwall program is now 1,200 customers long, and the program is full into 2026.' Confirmed, and it is the LEASE programme's waitlist specifically, not the scheme's. THE FIFTY MEGAWATTS IS NOT WHAT THE MANUSCRIPT MAKES IT, AND THIS IS A CORRECTION. Verbatim: 'During energy peaks, GMP networks that stored energy together, ALONG WITH UTILITY SCALE BATTERIES AND DEVICES LIKE CAR CHARGERS, into a virtual power plant of about 50MW of stored energy.' The source manuscript lists 'about 50 MW of aggregated storage' inside a run of household-programme figures, which reads as the households' aggregate. It is not: it is a virtual power plant that also contains utility-scale batteries and vehicle chargers. A Chapter 8 sentence carrying 50 MW says what is in it. WHAT THE ORDER ACTUALLY DID, WHICH THE MANUSCRIPT DOES NOT SAY: 'Since 2020, both the Powerwall and BYOD programs had been capped at 500 customers, or 5MW of energy storage, per program, per year', and the Commission lifted that cap. GMP filed in April after 'the third devastating storm in less than twelve months', and 'About 300 customers joined the waitlist this summer, following historic flooding in the state.' THE SEQUENCE IS THE TRANSFERABLE PART AND IT TOOK EIGHT YEARS: 'GMP first offered home batteries for backup power through pilot programs in 2015, becoming the first utility in the U.S. to partner with Tesla. GMP was the first utility in the country to earn regulatory approval to offer FULLY TARIFFED home energy programs in 2020, after regulators decided the Powerwall and BYOD pilot programs provided reliable, seamless backup power for participating customers while also reducing costs for all GMP customers through energy sharing.' PILOT IN 2015, TARIFFED PROGRAMME IN 2020, CAP LIFTED IN 2023. The manuscript treats Vermont as a 2023 datum; it is a decade-long regulatory sequence, and the sequence is what a Syrian design would have to reproduce. ON THE INSTALLER LIMB, WHICH THE BRIEF RETAINS: 'Customers choose the certified installer they prefer' in the lease programme, and buy 'from a local installer' in the enrolment programme. THE BENEFIT CLAIM IS THE UTILITY'S OWN AND IS ATTRIBUTED, NOT ADOPTED: 'this growing stored energy network has saved GMP customers up to $3 million a year for the last few years.' The order date is 'late Thursday' before an 18 August 2023 release, which is 17 August 2023.
